Capitol Report with Rep. Joe Schmick


Rep. Joe Schmick, R-Colfax, talks with Capitol Report about moves within the legislature to further reduce the cost of a higher education.  House Bill 2780 would make it possible for businesses that provide proprietary instructional materials on-line as an 'open source' for students, to receive a tax incentive.  Another piece of legislation being considered would allow for the creation of a pilot program offering grants to educators at four year educational institutions who choose to structure their curriculum around open source materials and other alternatives to textbooks.  A third bill would make the cost of course materials at community colleges available at the time of registration.  Schmick believes that all three bills will further enhance the learning process for students, as they are designed to reduce the expense of higher education.
